Implemented in September 2018 at the “Hokubu town development center” and “Akita town development center,” both community support bases. The units are used for self-service issuance of various certificates.

Japan’s southernmost ordinance-designated city with a population of approx. 740,000 people. Kumamoto has developed into central Kyushu’s exchange base due to the opening of the entire line of Kyushu Shinkansen in 2011 and the designation as an ordinance-designated city in 2012.

In Kumamoto City, the convenience store certificate issuance service for issuing residence records, etc., started in March 2016. However, residents in districts with few convenience stores were asking for solutions. We also had to promote the Individual Number Card “My Number Card” required for the convenience store certificate issuance service.
- Units compatible with the convenience store certificate issuance service were implemented at key public facilities in districts with few convenience stores, by that improving resident services.
- “My Number Card” campaign was held when the units were implemented. Many people applied for a card, contributing to popularization.
- The service is popular with residents as the handling fee is cheaper than the documents issued at the city counter, and the service is available until 9:30 p.m., even on weekends and holidays.
In Kumamoto City, the “Convenience store certificate issuance service” for issuing residence records, etc., with a convenience store’s MFP started in March 2016. However, residents in some districts without a convenience store within a 2km radius were asking for a solution. We had been accepting onsite applications for the “My Number Card”, required for the convenience store certificate issuance service, at companies and tax return sites. We were looking to promote and expand the use of this card system.

Among the various MFPs installed at convenience stores, we liked the universal design of the Sharp model with its vertically-tilting touch screen that can be easily operated even by people in wheelchairs. The solid record of implementation at other municipalities was also appealing. We were impressed with Sharp’s total proposal, which included the MFP as well as a coin vendor and posters showing the instructions.

Active promotion of “My Number Card”.
Implementing the MFP at key facilities in districts with few convenience stores allowed us to provide a consistent level of services in all city districts. The handling fee is ¥50 cheaper than the city counter, and documents can be issued until 9:30 p.m., even on weekends and holidays. Residents were able to get their photo for their “My Number Card” taken at free photo sessions that we held at public facilities. As a result, we received four times as many applications for cards than in a regular month, showing a significant effect in promoting the “My Number Card” system.
Sharp’s poster with easy-to-understand instructions is popular
Kumamoto City plans to continue supporting the convenience store certificate issuance service in our city gazette and on public PR TV programs so that we can future increase the usage rate. We will also hold actively promote “My Number Card” application campaigns and carry out PR.
